Orlando Halloween security: downtown adds officers and bar screening

Orlando Halloween security: police add officers downtown and bars screen patrons, two years after a mass shooting. What it means for nightlife guard companies.

Downtown Orlando prepared for a Halloween weekend that falls on a Saturday night with uniformed and undercover police officers, while bars planned bag checks, metal detector screening and ID scans, WFTV reported on October 30. It is the second Halloween since a shooting just after 1 a.m. on November 1, 2024, killed two people and injured seven, Spectrum News 13 reported.

Key points#

  • Orlando police planned both uniformed and undercover officers downtown for the weekend, WFTV reported.
  • Bar owners told the station they would check bags, screen patrons with handheld metal detectors and scan IDs, as a city ordinance requires, WFTV reported.
  • Downtown businesses that sell alcohol after midnight need a city permit that requires metal detectors and ID scanners, WFTV reported.
  • The man convicted in the 2024 shooting was sentenced to life in prison that week, Spectrum News 13 reported.

What police and the city said#

The Orlando Police Department said it does not discuss specific security measures, but plans and staffs large events based on expected needs and adjusts as necessary, Spectrum News 13 reported. Planned events included a Halloween bar crawl and the Thornton Park block party, WFTV reported.

Police told the station that downtown crime is down 20 percent from last year, and that officers made 2,848 arrests and removed 69 illegal guns over the past 10 months, WFTV reported.

The city listed its own steps, including funding more off-duty police officers, piloting controlled entry points during major events, adding lighting and requiring private parking lots to be secured, according to WFTV. City Commissioner Shan Rose, whose district covers downtown, said there are cameras throughout the area, Spectrum News 13 reported.

What bars must do after midnight#

Since 2023, businesses that want to serve alcohol between midnight and 2 a.m. in the Downtown Entertainment District need an After Midnight Alcohol Sales permit, WFTV reported. Permit holders must use security measures such as metal detectors and ID scanners and help pay for added public safety resources late at night.

Earlier in October, a six-week undercover operation found illegal narcotics sales or permit violations at 12 establishments, police said, WFTV reported.

Businesses add their own guards#

At Gitto's Pizza, manager Jose Baez said a security guard would work every night of the weekend to watch the restaurant and the sidewalk where customers line up, Spectrum News 13 reported. He said the shooting kept people away from downtown and hurt nearly every business there.

What it means for your company#

  • Know your client's permit. A bar or club under a late-night permit can carry screening duties, and the officers at the door are the ones who carry them out.
  • Write the screening steps into the post orders. Spell out bag checks, metal detector wands and ID scans, and what the officer does when a patron refuses.
  • Staff holiday weekends early. When a holiday lands on a Friday or Saturday night, plan extra officers and relief before the schedule goes out.
  • Agree on who calls whom. Officers at the door should know how to reach the law enforcement officers working the event, and when to step back.
  • Get advice where the law matters. Screening, searches and detention rules differ by state, so check them with an attorney or your state licensing agency.

Guardix lets managers write post orders for each site, assign them to officers and see who has acknowledged them.
